Nature of Work

  • Under the direction of the Recreation Manager, this position provides office management for the Department and is responsible for the day to day activities, including all registrations, receipting of all accounts, daily deposits and customer service.  It involves direct contact with the public by telephone and in person.  Must have the ability to complete work with many interruptions and continue to meet schedules and time lines.  Individuals in this position are responsible for performing all duties independently with limited supervision. This position provides administrative support to the Director, Managers, and Recreation Specialist as requested.

Essential Functions

  • Greets customers, answers telephones, assists customers with requests, directs calls to appropriate personnel, and resolves grievances and complaints when needed.
  • Manages participant registration system regarding scheduling, fee collection, accounting, participant records, refunds and notification.
  • Supports ongoing changes, upgrades and maintenance and trainings for Dash online registration system.
  • Prepares reports, statistical data, correspondence and other documents, assuring proper correspondence layout, arrangement and grammatical composition.
  • Develops and maintains filing systems related to program registrations.
  • Provides inventory management of office equipment and supplies.
  • Assists with the production and distribution of promotional posters and fliers, or assigns duties to office attendants when staffed.
  • Processes bank deposits and prepares Daily Sales Reports.
  • Processes billings and program payment plans.
  • Processes all collections of past due accounts.
  • Assists with hiring, training, evaluation, scheduling and coordination of office staff.
  • Proofs and corrects financial reports, letters, Rec N Roll and memos for the Department.
  • Processes monthly, quarterly and annual reports ensuring 100% accuracy.
  • Provides support for special events as needed.
  • Schedules office machine maintenance.
  • Establishes good working relations with supervisors, subordinates and the general public.
  • Understands, follows, transmits and communicates written and oral instructions.
  • Establishes and maintains cooperative, effective working relationships with coworkers, other City employees, and the general public using principles of good customer service.
  • Reports for scheduled work with regular, reliable and punctual attendance.
  • Performs other duties as assigned, including but not limited to being assigned to work in other functional areas to cover absences or relief, equalize peak work periods, or balance the workload.

Necessary Knowledge, Skills, and Abilities

  • Knowledge of standard business office practices and procedures.
  • Must have proficient personal computer skills, including the use of Word, Excel, Publisher, and Outlook or similar programs. 
  • DASH Registration System software experience desirable.
  • Ability to handle multiple tasks in a busy office situation with no additional support. 
  • Ability to deal with the public with poise and tact in sometimes stressful situations with no additional support. 
  • Ability to be flexible and self-starting in work assignments. 
  • Ability to follow directions and work with other employees. 
  • Ability to train and supervise people.
  • Ability to read, interpret, direct and follow rules and regulations, policies and procedures. 
  • Ability to communicate effectively both orally and in writing. 
  • Ability to recognize and correct safety hazards.
  • Ability to add, subtract, multiply, divide in all units of measure, using whole numbers, common fractions and decimals. 
  • Ability to calculate figures and amounts such as discounts and interest.  Knowledge of basic accounting principles.
  • Serve the public calmly, politely and with a positive attitude.
  • Process cash and credit card receipts quickly and accurately.
  • Create and understand the financial reports.

Education and Experience Requirements

  • Two years of college course work in Accounting, Business Administration, Customer Service or a related field (Associate degree preferred).
  • Two years of experience in recreation program coordination (supervisory experience and municipal recreation experience, desired).
  • Experience may be substituted for the educational requirement on a year for year basis.
  • Demonstrated proficiency in Microsoft Word, Excel, and Outlook required.

 Special Requirements

  • Must have and maintain a First Aid/CPR Card and Bloodborne Pathogens.
  • Possession of and the ability to maintain throughout employment a valid Washington State Driver's License with a good driving record.
  • Successful completion of a pre-employment background and criminal history check.
  • Because of the known effects of tobacco use, the City of Des Moines does not hire applicants who use tobacco products.

Working Conditions and Physical Abilities

  • Work is performed in an office setting.  Occasional attendance at night meetings, early meetings, and weekend events may be required.  Occasional travel to off-site locations is required.  Hand-eye coordination and fine-manipulation skills are necessary to operate computers and a variety of office machinery.  The position also requires the ability to speak and hear to exchange information, the ability to sit for extended periods of time, and the ability to bend and stretch to retrieve and maintain files and records.
